... However, looking from a perspective of the center-periphery relations, the novelty of the Volgograd initiative is the linking of the local history to the national one that would make Volgograd the “capital of the Victory” and the capital city of Russian history. It could also create alternative narrative of the historical events, not centered on Moscow history but rather interweaving variety of local histories into a big canvass of “federal” Russian history. The stakes are high: if the attempt succeeds, the identity of Russia will shift towards federalism.
